Dashboard Sections Use Common Reports?

I've noticed that when making sections in the dashboard, Common Reports are not available. I can only choose from a list of Standard Reports. I've tried checking some of the reports under the Common Reports tab to disable them, but still doesn't show any Common Reports in the Sections tab. Is there something I can do to allow this or is it not currently supported?

I'm mostly interested in allowing users to rearrange the order of reports on their dashboard instead of it being alphabetical.
