After Update to 3.5, Attachments are not showing or downloading

I looked in the file manager and the files appear to be there, but the website is showing them as missing and the url doesn't match the file names in the file manager.

After doing more research, it's happening to any image uploaded, either through image field or attachments field.
I have tried disabling encryption as well as disabling preview images, and it still happens.

Try to rewrite files again.
Check php error log
Check js console for any errors.
