User group rights cannot be saved without action

Hi Sergey,

Before version 3.4, it was possible to set the user group rights so that a user could see everything but was not allowed to do anything. This is very helpful, especially for my API user. This is no longer possible.
If you set the rights and reload the page, the entry is no longer saved. The entries already made before continue to work.
Is this a bug, or is the logic simply being rearranged a bit?

Can you show me on which page you will see this issue. Can you reproduce it on personal demo?

Found it. File from archive replace to modules\users_groups\actions\
