Access Permission Issue

If you enable image preview on an attachment field and set users access to view only for that field, they can rotate the image and it saves the image rotation for other users.

I'm guessing that this should only allow users with edit access to rotate images?

View only, means user can't delete or add new attachments but he can rotate it if it needs. Some images can be loaded from mobile and it required to rotate them.
