Email Notification for User Access Group fieldtype

This happens when we enable user can have multiple access groups.

When we enable notification for User Access Group field on an entity, only user with has primary access group selected gets the notification, the other users that also have the access group but not as the primary (2nd,3rd or more) access group don't get the notification.

This issue is not only happened in version 3.3 but also happened in version 3.2.1 and 3.01 (I've tested).
