Conditional Alert System inside Entities

Having a alert system that can be built on certain conditions as follows would be great:

1. Create Alert and Display Alert only when a certain dropdown field is a certain status on the item page and on any other areas of entry into that entity .
2. Create and Display Alert when there is no entry into a nested entity or even the parent entity.
3. Create and Display Alert when a nested entity entry does not meet certain parameters.

maybe some other conditions that would be helpful to create and display alerts but for now this is what I can think of.
