Change Access Groups not working

I have update the verison 2.8.3 to 2.9 successfully.

I have a user with two access group (managers, administrator). I am trying to change the access group with click on the "Change Access Group" link from the right top menu, bu nothing changes.

Found issue. File from archive replace to modules\users\actions\
Let me know if it works ok now.
