I discovered an issue, which tricked me.
Setting a field type "user" or "user ajax" ther is an option to select the "user access group" the users can be selected from:
I selected all accessgroups, as I wanted to be able to select any user:
In the form I only got one user.
I discovered that the users shown in the list depend on the access group having access to the entity only. In my case there is only one user in the access group "CPC (Koordinator)".
Is this purpose ore a bug?
If this is purpose, the selection for the "user access group" in the field configuration should be limited to the groups having access to the entity.

In Access tab you will see users groups who have access to entity and you can configure access to field.
Option Users group allows you configure which users groups will be listed in dropdown but if group don't have access to entity then the will be hidden. So it's just vie configuration for dropdown.

I thought, that it is that way. It's just a little confusing.
