Edit Comment Not Working

Access Rights as "View" with Create/Update not enabling the comment edit for a user who is not assigned for the ticket.

Please check..

Comment Edit Option is not appearing for a User group where job is not assigned to him but he would like to edit.

Which option provide comments edit even if it is not assigned to the same person.
