I configured a common report group and added som counters and a section with two bar charts.
During configuration, the counters are not shown, but when I'm logged in as regular user they are shown.
The Section with the two charts are shon during configuration, but not, when I'm ogged in as regular user. The charts are set for access by that user. So this is not the issue.
