Email Integration only works for 1 user

Hi Sergey,
i tried to assign more users to one single email account but only my admin user is able to see the email button in the menu.
Is this a bug or there is some setting i need to change??

I just make work on same things today and there is no problem when I assigned more users.
I use version 2.8.3
